Well, I though it would be interesting to have swimming since many covert operations included swiming. I mean, it would be very intersting to swim up to an an enemy installation.. It owuld add more depth to the game and serve as a very intersting gameplay element..
Actually, they don't. Scuba insertions are done by special forces units in specific situations. Swimming insertions, not really. I wouldn't recommend trying to take a swim with an M16 and a normal load of magazines, let alone also having the rest of the gear that you'd be carrying.
Take the D-Day example that's been thrown around, it wasn't intended to be a swimming insertion. The landing crafts were supposed to drop people off where they could at least stand on the bottom, if not already be on dry land. Swimming to shore while carrying all of the gear that soldiers have is VERY, VERY difficult. A lot of soldiers who ditched the landing craft before it got to shore had to get rid of most of their equipment so that they wouldn't drown.
This is beside the point though. Alliance does not have any levels where swimming factors into the gameplay. As such, there is no reason for us to currently take the time to code and debug the ability to swim, when we have no use for the feature and there are plenty of features that need to be worked on that are in fact important.
